Contractors of Class C & D registered with the State Governments are eligible. | Contractors of Equivalent Grade / Class Registered with Central Government / MES / Railways for execution of Civil works are eligible. | If successful, bidders not registered under the state government must register under the appropriate registering authority of the State Government of Odisha in the appropriate class before signing the agreement. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, and other documents for the Project or is proposed as Project Manager. | A firm engaged by the Engineer-in-Charge to provide consulting services for the preparation or supervision of the works, and any of its affiliates, is not eligible to bid. | Bidders with a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Orissa in the concerned Department must inform this in the bid. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Orissa is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint ventures are acceptable. | An applicant or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last five years is debarred from qualification. | Engineer contractors are exempted from EMD for three works in a financial year. | ST/SC contractors are exempted from depositing 50% of the usual EMD rate. | ST/SC contractors can avail a price preference of 10% on production of an affidavit. | Start-ups are exempted from depositing work experience certificates. | Super class contractors must employ two Graduate Engineers and two Diploma holders from Odisha. | Special class contractors must employ one Graduate Engineer and two Diploma holders from Odisha. | A class contractors must employ one Graduate Engineer or two Diploma holders from Odisha.
