Contractors of Class 'C' & 'D' registered with State Governments are eligible. | Contractors of Equivalent Grade / Class Registered with Central Government / MES / Railways for execution of Civil works are eligible. | If successful, bidders not registered under the state government must register under the appropriate registering authority of the state Government of Odisha in the appropriate class before signing the agreement. | Bidders must possess a Compatible Digital Signature Certificate (DSC) of Class II or Class-III. | Bids from Joint ventures are acceptable. | The bidder must not be associated, directly or indirectly, with the Consultant or any other entity that has prepared the design, specifications, and other documents for the Project or being proposed as Project Manager for the Contract. | A firm engaged by the Engineer-in-Charge to provide consulting services for the preparation or supervision of the works, and any of its affiliates, shall not be eligible to bid. | If the bidder has a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Orissa in the concerned Department, they must inform the same in the bid. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Orissa is allowed to work for a contractor for a period of two years after retirement without prior permission. | An applicant or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last five years, prior to the date of the bid, shall be debarred from qualification. | Engineer contractors are exempted from EMD for three works in a financial year, provided they submit a scanned copy of an affidavit and the original before bid opening, stating how many times this facility has been availed. | ST/SC contractors are exempted from depositing 50% of the usual EMD rate. | ST/SC contractors can avail a price preference of 10% on production of an affidavit. | Start-up companies are exempted from depositing a work experience certificate. | Super class contractors must employ two Graduate Engineers and two Diploma holders belonging to the State of Orissa. | Special class contractors must employ one Graduate Engineer and two Diploma Holders belonging to the State of Orissa. | 'A' class contractors must employ one Graduate Engineer or two Diploma Holders belonging to the State of Orissa.
