Contractors of 'D' & 'C' class (Orissa P.W.D. or equivalent class of other licensing authority) are eligible. | Registered contractors under Water Resources, Works and other Departments of Govt. of Orissa, C.P.W.D., Railway or Military Engineering Services, Air and Naval or other State Govt., Govt of India, Central Govt. undertakings are also eligible. | Bidders registered outside of Odisha state can participate but must register with the appropriate authority of the State Government within a month of bid acceptance. | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a contractor for a period of two years after retirement without Government permission. | An applicant or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last three years having the contracted work as incomplete prior to the bid date shall be disqualified. | Contractors exempted from EMD payment must upload documentary evidence for such exemption. | Super Class/Special Class contractor shall employ one Graduate Engineer and two Diploma Holders belonging to the State of Orissa. | 'A' class contractor shall employ one Graduate Engineer or two Diploma Holders belonging to State of Orissa.
