Contractors registered with State Governments in Class "C" or "D" are eligible. | Contractors of Equivalent Grade / Class Registered with Central Government / MES / Railways for execution of Civil works are eligible. | If successful, bidders not registered under the state government must register under the appropriate registering authority of the State Government of Odisha in the appropriate class before signing the agreement. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must not have a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Orissa in the concerned Department, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Orissa is allowed to work for a contractor for two years after retirement without prior government permission. | Bidders are subject to disqualification for misleading/false representations, poor performance records, quoting unreasonable prices without justification, indulging in unlawful/corrupt means, or being blacklisted. | Joint ventures are acceptable. | ST/SC contractors are eligible for 50% exemption on EMD and a 10% price preference. | Engineer contractors are exempted from EMD for three works in a financial year. | An applicant or any of its constituent partners whose contract was rescinded or who abandoned work in the last five years is debarred from qualification.
