Bidders must be eligible class contractors of Government of Odisha or equivalent class registered with Central Government/State Government/Railway/CPWD/MES. | Bidders must possess a compatible Digital Signature Certificate (DSC) of Class-II & Class-III. | Registered bidders from outside Odisha can participate but must subsequently undergo registration with the appropriate authority of the State Govt. before award of work. | Joint Venture bids are not acceptable. | Contractors whose contract for any work has been rescinded or who have abandoned any work in the last five years prior to the bid date are debarred from qualification. | For EMD exemption, intending Engineering Contractors must have the work recorded in their original registration certificate and produce an affidavit stating they have not availed EMD exemption for 3 works during the current financial year. | SC Contractors desiring price preference and EMD exemption must produce the required affidavit. | Tenderers represented through power of attorney holder must ensure the power of attorney is duly signed and identified through an affidavit from a first-class Magistrate containing photographs of both the license holder and the person to whom the power of attorney is given.
