Contractors must be C & D Class as per Annexure. | Contractors must be registered with Government of Odisha, Central Government, State Government, Railway, C.P.W.D, or M.E.S. | Registered bidders from outside Odisha can participate but must register with the appropriate authority of the State Govt. before work award. | Bidders must possess compatible Digital Signature Certificate (DSC) of Class-II & Class-III. | Contractors who have not completed four or more works in the period given against the work will have their tender papers rejected. | Tenderers represented through power of attorney holder should ensure the power of attorney is duly signed and identified through an affidavit from a first-class Magistrate containing photographs of both the license holder and the person to whom the power of attorney is given. | To avail EMD exemption, the intending Engineering Contractor should have the work recorded in their original registration certificate and produce an affidavit stating they have not availed EMD exemption for 3 works during the current financial year. | SC Contractors desiring price preference and EMD exemption must produce the required affidavit. | Contractors undertaking work through labor must produce a valid license from licensing authorities of the labor Department under Section 12 of the Contractors Labor (Regulation and Abolition) Act, 1970.
