Contractors must be 'B' Class or 'A' Class registered with the State Government, or equivalent Grade/Class registered with Central Government/MES/Railways, with registration for Civil, Electrical, and P.H. works. | Contractors not registered with the Government of Odisha can participate but must register with the appropriate state government authority before work award. | Bidders must possess a Compatible Digital Signature Certificate (DSC). | Joint Ventures are not accepted. | Contractors exempted from EMD must submit an affidavit stating they have not availed such exemption for more than three works in the current financial year. | The successful bidder who has not registered under State Government must register under State PWD in the appropriate class of eligibility before signing the agreement. | Contractors belonging to outside the state of Odisha and not started business must submit an undertaking in the form of an Affidavit indicating they are not registered under Odisha GSTIN and have no liability under the Act, but must produce Odisha GSTIN before final contract award. | The civil contractor must enter into an MOU with an eligible registered electrical contractor having a valid H.T./L.T./M.V. license for electrical works, unless the civil contractor holds such a license. | The tenderer or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last five years prior to the bid date shall be debarred from qualification. | Super class contractors must employ two Graduate Engineers and two Diploma Holders from Odisha. | Special class contractors must employ one Graduate Engineer and two Diploma Holders from Odisha. | 'A' class contractors must employ one Graduate Engineer or two Diploma Holders from Odisha. | Scheduled Caste and Scheduled Tribe applicants desirous of enrolling as Contractors are required to deposit 50% of the amount specified for various Classes of Contractors. | Scheduled Caste and Scheduled Tribe contractors up to 'B' Class are allowed 10% purchase preference. | If the tender of individual registered contractors belonging to Scheduled Caste and Scheduled Tribe is within 10% of the lowest tenderer's rate, the work may be awarded to them at the lowest tendered rate. | Scheduled Caste or Scheduled Tribe Contractors up to 'B' Class only can deposit/realize Security Deposit (Earnest Money, Initial Security, and Performance Security) at half the usual rate.
