Bidders must be registered with the Government of Odisha or other State Government/Government of India/MES/Railways/Public Sector Undertakings for execution of Civil works in general. | Contractors not registered with Government of Odisha must register with the appropriate registering authority of the State of Odisha before award of the work. | Bidders must have necessary portal enrolment with a Digital Signature Certificate. | The bidder must be a 'C' or 'D' Class Contractor. | Joint Ventures are not allowed. | Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices. | No Engineer of Gazetted rank or other Gazetted Officer employed in Engineering or Administrative duties in an Engineering department of the State Govt. is allowed to work as a contractor for a period of two years after his retirement from Govt. service, without Govt. permission. | A bidder shall not have conflict of interest. | A bidder can submit only one tender paper for a particular work. | Schedule Caste/Schedule Tribe Contractors desirous of preference must submit an affidavit and original registration certificate. | Engineer Contractors desirous of EMD exemption must submit an affidavit stating they have not availed the facility for more than three works during the current financial year and produce original registration certificate.
