Department or Assistant/Under Secretary & above in the R.D. Department. | Tenderer must upload a valid Registration Certificate of the required class. | For works value up to Rs. 5.00 crores, no qualifying criteria except clauses 1(a), (b), (c), (d) & (e) are required. | For works value more than Rs. 5.00 crores, the tenderer must have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost in any 3 financial years of the last 8 years. | The total financial turnover for Civil Engineering works must be not less than the amount put to tender during any 3 financial years of the last 5 financial years (excluding GST). | The assessed available bid capacity must be more than the total estimated cost of the works. | Joint Ventures are allowed for works value exceeding Rs 10.00 crore, with a maximum of three constituents, and the lead partner must be a registered Contractor of appropriate class of the State. | Bidders from outside the state can participate without GSTIN clearance Certificate if they submit an affidavit stating they have not started business in the state and have no GST liability, but must produce the certificate before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD may participate, but the successful bidder must register under the state PWD before signing the Agreement. | Special class contractors must employ one Graduate Engineer and two Diploma Holders from Odisha. | A class contractors must employ one Graduate Engineer or two Diploma Holders from Odisha.
