No. 16 (Construction & development of Hatisala Gate and surrounding area), 'C' & 'B' class contractors are eligible. | Bidders for Sl. No. 16 must have expertise in heritage work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or other documents for the Project. | Bidders must not have a relative employed as an Officer in the rank of Junior Engineer/Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior permission. | Joint ventures are not acceptable. | Bidders must not have made misleading or false representations in qualification documents. | Bidders must not have a record of poor performance such as abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures. | Bidders must not have participated in previous bidding for the same work, quoted unreasonable prices, and failed to provide rational justification. | Bidders must not have indulged in unlawful & corrupt means in obtaining bids. | Bidders must not be blacklisted or have their registrations cancelled by the competent authority. | Only one bid per package is allowed per bidder. | Engineer contractors willing to avail EMD exemption must submit a scanned copy of an affidavit and the original affidavit and registration certificate. | ST/SC contractors desirous of availing EMD exemption must submit an attested copy of a caste certificate. | Contractors exempted from EMD must furnish an affidavit stating they have not been awarded more than two works with EMD/ISD exemption.
