Open to 'C' & 'B' Class contractors registered with the State Government. | Open to contractors of equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate authority before award of work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or documents for the Project. | Bidders must not have a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, or must disclose such relationship. | Joint ventures are not acceptable. | Bidders are subject to disqualification for misleading/false representations, poor performance, unreasonable prices without justification, unlawful/corrupt means, or being blacklisted. | Each bidder shall submit only one bid for one package. | SC/ST contractors claiming 10% price preference must mention it in their affidavit. | Super class contractors must employ two Graduate Engineers and two Diploma holders from Odisha. | Special class contractors must employ one Graduate Engineer and two Diploma holders from Odisha. | 'A' class contractors must employ one Graduate Engineer or two Diploma holders from Odisha. | Contractors whose contract for any work has been rescinded or who have abandoned any work in the last five years are debarred from qualification.
