Contractors must be registered in W.R./R&B/CPWD/PWD of Class 'D' or 'C' or equivalent grade/class registered with other state govt./central govt./M.E.S./Railways or other govt. undertakings. | Contractors must be registered in the state govt. portal and possess a compatible digital signature certificate of class-II and III for online bidding. | Registered bidders outside of the State can participate but must register with the appropriate authority of the State Govt. within one month of bid acceptance. | Joint Ventures are not allowed. | A bidder can submit only one tender paper for a particular work. | No Engineer of Gazetted rank or other Gazetted Officer employed in Engineering or Administrative duties in an Engineering department of the State Govt. is allowed to work as a contractor for two years after retirement without Govt. permission. | Engineer contractors are allowed EMD exemption for a maximum of three works in a financial year. | Registration in the Contractor Data base Management system (CDMS) at www.cdmsodisha.govt.in is mandatory.
