Contractor must have a valid Registration Certificate of eligible class ('C' Class & 'D' Class) as on the date of bid submission. | Contractors registered with State Governments and equivalent Grades/Class registered with Central Government/MES/Railways for Building Works are eligible. | Bidders must have necessary Portal Enrolment with their own Digital Signature Certificate (DSC Class II or III). | Bidders must not have abandoned any work or been debarred/expelled by any agency in India during the last 5 years. | Joint Venture firms are not acceptable. | Engineer Contractors seeking EMD exemption must submit an affidavit stating they have not availed the facility for more than two works in the current financial year. | Scheduled Caste and Scheduled Tribe contractors up to 'B' Class receive concessions, including depositing 50% of the specified registration amount and half the usual security deposit. | Scheduled Caste and Scheduled Tribe contractors up to 'B' Class whose tender is within 10% of the lowest tenderer's rate may be awarded the work at the lowest tendered rate.
