Contractors registered as Class C & D with the State Governments or equivalent grade/class with Central Government/MES/Railways for civil works are eligible. | Bidders not registered under the state government must register under the appropriate registering authority of the State Government of Odisha in the appropriate class before signing the agreement. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, and other documents for the Project or is proposed as Project Manager. | Bidders must not have a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, or must disclose such relationship. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint ventures are acceptable. | Bidders are subject to disqualification for misleading/false representations, record of poor performance, quoting unreasonable prices without justification, indulging in unlawful/corrupt means, or being blacklisted. | Engineer contractors are exempted from EMD for three works in a financial year. | ST/SC contractors are exempted from depositing 50% of the usual EMD rate. | ST/SC contractors can avail a price preference of 10%.
