Contractors registered with State Governments or equivalent Grade/Class registered with Central Government/MES/Railways/CPWD for civil works are eligible. | Contractors not registered with the Government of Odisha must register with the appropriate registering authority of the State Government before the award of work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must declare if any relative is employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the State Government of Odisha in the concerned Department or Deputy Manager & above in OSPHWC, Bhubaneswar. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for the contractor for two years after retirement without prior permission. | Bids from Joint Ventures are not acceptable. | The bidder must have executed 3 similar nature of building works with Mechanical, Electrical and Plumbing (MEP) components each costing not less than or equal to 40% of the bid value in the last 5 years. | Alternatively, the bidder must have executed 2 similar nature of building works with Mechanical, Electrical and Plumbing (MEP) components each costing not less than or equal to 50% of the bid value in the last 5 years. | Alternatively, the bidder must have executed 1 similar nature of building works with Mechanical, Electrical and Plumbing (MEP) components each costing not less than or equal to 80% of the bid value in the last 5 years. | Annual turnover in any of the preceding 5 years should be equal to the bid amount after due indexing. | For works above Rs. 3 Crores, the assessed available bid capacity must be more than the total estimated cost of the works, calculated as (A * N * 2 - B), where A is the maximum value of Civil Engineering Works executed in any year in the preceding 5 years, N is the number of years prescribed for completion of works, and B is the value of works in hand at present price level. | The bidder must have a M.O.U with an eligible Registered Electrical Contractor having a valid H.T./L.T. license for execution of electrical works. | The bidder must have a M.O.U from an experienced Firefighting Installation Contractor who has completed firefighting installation work of Building/Industries/Premises successfully and obtained a valid fire safety certificate from Odisha Fire Services, with each project costing not less than 10 lakhs. | The contractor must not have been blacklisted/suspended by the competent authority or have a record of poor performance such as abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures.
