Contractors must be registered with Govt. of Odisha / Govt. of India / C.P.W.D. / central undertaking / Railway / M.E.S. in the specified class for each work. | Successful bidders not registered under the State Government must register under the appropriate authority of the State Government of Odisha in the appropriate class before work award. | For composite works, the bidder must be a registered civil contractor of appropriate class and associate with agencies of appropriate class for ancillary works (sanitary, water supply, electrical, firefighting, horticulture). | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must declare if a relative is employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of the Government of Odisha is allowed to work for the contractor for two years after retirement without prior government permission. | Each bidder shall submit only one bid for one package. | Bidders are subject to disqualification if they make misleading or false representations, have a record of poor performance, quoted unreasonable prices without justification, indulged in unlawful/corrupt means, or have been blacklisted.
