Each bidder must possess a Digital Signature Certificate (DSC) of Class II or III category. | Firms/Companies/Registered Contractors must have an annual financial turnover of not less than 30% of the estimated cost in any one year in Construction Works during the last 3 financial years (2023-2024 to 2025-2026), certified by a Chartered Accountant with UDIN. | Experience of successfully completing similar works during the last 7 years ending the last day of the month previous to the one in which applications are invited, meeting one of the following: three similar completed works each costing not less than 40% of the estimated cost; or two similar completed works each costing not less than 60% of the estimated cost; or one similar completed work costing not less than 80% of the estimated cost. | Constructed work(s) should have been executed in Govt./Public Sector Unit/Undertaking/Enterprise in India, with completion documents certified by an Employer not below the rank of Executive Engineer/Commissioner/equivalent. | The bidder must be validly registered as a Contractor in the required Class under Govt. of Odisha through any Appropriate Public Authority, or exclusively registered under any Urban Local Body(s)/Development Authority(s)/Board(s)/Corporation(s)/Company(s) (State Govt. Organizations/Offices Executing Engineering Construction Works and fully or substantially owned/operated/governed by Govt. of Odisha) in the required/equivalent Class/Category, or validly registered in equivalent Grade/Class/Category under the Central Government/any other State Government/MES/Railways/Public Sector Undertakings. | Alternatively, the bidder should be a validly Registered Engineering Construction Firm/Company/Joint Venture with reputation, experience, and expertise in successful execution and completion of similar nature of work in the last three financial years (2023-2024 to 2025-2026), with an Audited and Published Financial Turnover of more than 150.00 lakhs per year during this period. | Any third party/company/person under a service contract for operation of the e-procurement system or its subsidiaries/parent companies are ineligible to participate. | Contractors not registered with the Government of Odisha can participate but must register with the appropriate registering authority of the State Government before the award of work.
