Bidders must have necessary Portal Enrolment (Digital Signature Certificate-DSC). | Bidders must be validly registered as a Civil Contractor in the required Class under Govt. of Odisha as mentioned in the tender table. | Bidders registered elsewhere in India under any other appropriate public authority and eligible as an equivalent class/grade of contractor can participate, but must register with the appropriate authority of the State Government of Odisha before signing the agreement. | Successful bidders registered elsewhere must produce the Original Registration Certificate as a Contractor in the required Class under Govt. of Odisha within one month from the date of issue of Conditional Tender Acceptance Letter/Letter of Intent (LOI). | Engineering Organizations of Govt. of Odisha/Govt. of India (MES, Railways, etc.)/Union Territory or Engineering Public Sector Undertakings/Enterprises/Company(s) under Govt. of India, duly authorized, can participate as bidders of equivalent Grade/Class/Category. | No consortium or joint venture is allowed to participate. | The Firm/Company/Registered Contractors should have successfully completed and commissioned at least one civil work valuing not less than 30% of the estimated cost of the work put to tender, in any one year during the last five years. | Contractors with Physical Disabilities/Engineer Contractors/ST or SC Contractors may avail EMD & ISD exemption. | Executants who have more than two works in incomplete stage after the expiry of the completion date, without any genuine reasons, are not eligible to participate. | Registration in the Contractors Data Base Management System (CDMS) at www.cdmsodisha.gov.in is mandatory. | SC/ST contractors are required to deposit 50% of the amount specified for various classes of contractors under Rule-7 of appendix-VIII of OPWD Code Volume-II for enrollment. | SC/ST contractors up to "B" Class only may deposit/realize Security Deposit (Earnest Money, initial security and Performance Security) at half the usual rate.
