Bidder must be an Original Equipment Manufacturer (OEM) or their authorized agent with a running business in the tendered item and a good business record. | OEM/Authorized Agent must submit authenticated documentary evidence (Format T9). | The Applicant (or Parent company) must be the product/platform/solution owner with a running business in the tendered item and a good business track record, evidenced by a notarized affidavit. | Bidder must have an average annual turnover of at least Rs. 1,20,00,000 during the preceding three financial years (2022-23, 2023-24, and 2024-25), certified by a Chartered Accountant with a valid UDIN and supported by audited annual accounts. | OEM must have an average annual turnover of at least Rs. 2,40,00,000 during the preceding three financial years. | Bidder must be registered under GST. | Bidder must not have been de-recognized/debarred/banned/blacklisted by Odisha Police for any reason during the period of de-recognition/debarment/banned. | Bidder must not have been convicted by a competent court of law. | OEM must have a presence in India for more than 5 years (Certificate of Incorporation required). | OEM must have registered/service support in Odisha for the last financial year (2025-26) and continue this financial year. | OEM must have a service team of a minimum of 2 trained Service Manager/Engineers on payroll. | OEM must have one Authorized service centre in Bhubaneswar, Odisha. | OEM Brand must have experience of supplying a minimum of 10 LED Screens (multiple orders) with any size indoor video wall to any Government department in the last two financial years (PO/Supply order/Agreement/Similar document required). | Bidder must have 3 years of AV experience. | The OEM & Bidder must not have been blacklisted by any government organization or department within the last 5 years. | Bidders from a country sharing a land border with India are eligible only if registered with the Competent Authority and must submit a certificate as per Format T8. | Local MSEs/Start-ups may have prior turnover and prior experience relaxed/waived, subject to meeting quality & technical specifications and production of a valid and genuine start-up certificate.
