Bidders must possess a valid Electrical HT Contractor License issued by ELBO, Govt. of Odisha. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate state registering authority before award of work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager for the Contract. | Bidders must not have a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of Govt. of Odisha / IDCO is allowed to work for contractor for a period of two years after retirement without prior permission. | Joint Ventures are not accepted. | The bidder should have satisfactorily executed 1 similar completed work costing not less than 80% (Rs.3.72 Crore) of the total project value in the last seven financial years (2019-20 to 2025-26)/Current financial year (2026-2027). | Alternatively, the bidder should have satisfactorily executed 2 similar completed works costing not less than 50% (Rs.2.32 Crore) of the total project value in the last seven financial years (2019-20 to 2025-26)/Current financial year (2026-2027). | Alternatively, the bidder should have satisfactorily executed 3 similar completed works costing not less than 40% (Rs.1.86 Crore) of the total project value in the last seven financial years (2019-20 to 2025-26)/Current financial year (2026-2027). | Similar nature of works include Supply, installation, testing, and commissioning of electrical works for voltage levels of 11 kV and above in Government, PSU, ULB or DISCOMs (JV with government enterprises). | The bidder's available bid capacity at the expected time of bidding must be more than the total estimated cost of the work. | Super class contractors shall employ two Graduate Engineers and two Diploma holders belonging to the State of Odisha. | Special class contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the state of Odisha. | A class contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the state of Odisha. | The contractor shall pay engineering personnel monthly emoluments not less than those of equivalent qualification employed under the State Govt. of Odisha.
