Bidders must possess a valid Electrical HT Contractor License issued by ELBO, Govt. of Odisha. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate state authority before award of work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager for the Contract. | Bidders must disclose any relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of Govt. of Odisha / IDCO is allowed to work for contractor for a period of two years after retirement without prior permission. | Joint ventures are not acceptable. | The bidder should have satisfactorily executed 1 similar completed work costing not less than 80% (Rs. 1.76 Crore) of the total project value in the last seven financial years (2019-20 to 2025-26)/Current financial year (2026-2027). | Alternatively, the bidder should have satisfactorily executed 2 similar completed works costing not less than 50% (Rs. 1.10 Crore) of the total project value in the last seven financial years (2019-20 to 2025-26)/Current financial year (2026-2027). | Alternatively, the bidder should have satisfactorily executed 3 similar completed works costing not less than 40% (Rs. 88.11 Lakh) of the total project value in the last seven financial years (2019-20 to 2025-26)/Current financial year (2026-2027). | Similar nature of work is defined as Supply, installation, testing, and commissioning of electrical works for voltage levels of 11 kV and above in Government, PSU, ULB or DISCOMs (JV with government enterprises). | Bid capacity must be more than the total estimated cost of the work, calculated as (A*N*2-B) where A is the maximum value of works executed in any one year during the last five years (updated to current price level with 10% annual inflation), B is the value of existing commitments and ongoing works to be completed during the next years, and N is the number of years prescribed for completion of works. | Bidders will be disqualified for misleading or false representations, record of poor performance, abandoning works, inordinate delays, litigation history, financial failures, or unlawful/corrupt means.
