Bidders must be registered with the Government of Odisha or other State Government/Government of India/MES/Railways/Public Sector Undertakings for execution of Civil works. | Contractors not registered with Government of Odisha must register with the appropriate authority of the State of Odisha within a month of bid acceptance. | Bidders must be 'C' & 'D' Class Contractors. | Joint Ventures are not allowed. | Bidders shall not have a conflict of interest. | Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices. | The Bidder shall have no technical qualifying criteria, except tender cost, EMD, valid RC, GSTIN and PAN No, Affidavit of correctness, and Undertaking regarding no relation certificate. | A bidder can submit only one tender paper for a particular work. | Contractors exempted from EMD payment must upload documentary evidence for eligibility. | Engineer Contractors desirous to avail exemption of E.M.D must submit an affidavit stating they have not availed the facility for more than three works during the current financial year and produce original registration certificate for verification.
