Open to all Contractors of Class ‘A’/ Special registered with State Governments and Contractors of Equivalent Grade/Class registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate registering authority before award of work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | A firm engaged by the Engineer-in-Charge for consulting services for the works, and its affiliates, are not eligible to bid. | If the bidder has a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, this must be declared. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint ventures are not acceptable. | For composite tenders, the bidder must be a registered civil contractor of appropriate class and associate with agencies of appropriate class eligible for sanitary and water supply drainage, electrical, firefighting installation, and horticulture works. | Contractors belonging to outside the state of Odisha and not started business should submit an undertaking in the form of an Affidavit indicating they are not registered under Odisha GSTIN as they have not started any business in the state and have no liability under the Act, but must produce Odisha GSTIN before award of final contract. | The Civil contractor in order to take part in the composite tender should enter into an M.O.U. (Memorandum of Understanding duly notarized) with eligible Registered Electrical Contractor having valid H.T. / L.T./ M.V. License issued by Govt. of Odisha for execution of Electrical installation and other electrical works, unless the Civil Contractor has their own valid Electrical License. | Civil Contractors having Electrical contractor license issued by licensing board of other States will be allowed to take up the work through endorsement subject to fulfillment of conditions laid down in Clause-27 B of “Electrical Licensing Board Regulation, Odisha, 2014”.
