Open to all Contractors of 'A'/Special Class registered with the State Governments and Contractors of Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate after enrolment in the portal but must register with the appropriate state authority before work award. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | If a bidder has a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, they must inform the same in Schedule-I. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for contractor for two years after retirement without prior permission. | Bids from Joint ventures are not acceptable. | For composite tenders, the civil contractor must enter into an M.O.U. (duly notarized) with eligible Registered Electrical Contractor having valid H.T./L.T./M.V. License issued by Govt. of Odisha, or possess such a license themselves, or have an endorsement as per Clause-27 B of "Electrical Licensing Board Regulation, Odisha, 2014".
