Contractors of 'B' class registered with the State Governments or equivalent grade/class registered with Central Government/MES/Railways for civil works are eligible. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate state authority before signing the agreement. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, and other documents for the Project. | Bidders must disclose any relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of Govt. of Odisha is allowed to work for contractor for a period of two years after retirement without prior permission. | Joint ventures are not acceptable. | Bidders must not have made misleading or false representations, have a record of poor performance, quoted unreasonable prices without justification, indulged in unlawful/corrupt means, or been blacklisted/had registrations cancelled in the last five years.
