Appropriate Class of contractors registered with State Governments or Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of the work. | Contractors not registered with Govt. of Odisha must register with the appropriate registering authority of the state Govt. before award of the work. | Must possess a valid HT electrical license issued from ELBO. | The bidder should have executed at least one similar type of work such as Construction / AMC of Fire Fighting System installation (as per deleted clause, but mentioned in qualification criteria). | Bids from Joint ventures are not acceptable. | Must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or other documents for the Project or is proposed as Project Manager. | Must not have a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for contractor for a period of two years after retirement without prior permission. | Must not have made misleading or false representations in qualification documents. | Must not have a record of poor performance such as abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures. | Must not have participated in previous bidding for the same work, quoted unreasonable prices, and failed to furnish rational justification. | Must not have indulged in unlawful & corrupt means in obtaining bids. | Must not have been blacklisted/their registrations suspended by the competent authority. | An applicant or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last five years, prior to the date of the bid, shall be debarred from qualification.
