Only tenderers willing to accept all terms & conditions of this DTCN can submit tenders. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | Contractor/bidder must be registered in the e-procurement portal with a valid digital signature certificate (DSC). | The intending tenderer(s) should not have abandoned any work of similar nature nor should their contract have been rescinded during the last five years. | The intending tenderer(s) should have a valid Registration Certificate as on date, of the required class as mentioned in Col-6 of the Table in NIT. | The intending tenderer(s) should have an up-to-date GSTIN Certificate & possess a PAN CARD & Labour License. | The intending tenderer(s) should have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender (as in Col-3 of the Table) during any 3 financial years taken together of the last preceding five financial years. | Applicants must meet the minimum qualification criteria and their available bid capacity at the expected time of bidding must be more than the total estimated cost of the works. | Contractors exempted from EMD payment must upload documentary evidence for such exemption. | Bidders from outside the state can participate without a GSTIN certificate if they submit an affidavit stating they are not registered under the GST Act and have no liability, but must produce the GSTIN Certificate before the final contract award. | Bidders registered under other State Governments/MES/Railways/CPWD in equivalent rank may participate, but the successful bidder must register under the state PWD before signing the Agreement. | Super/Special class Contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the State of Odisha. | "A" Class Contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the State of Odisha. | The names of employed Engineering personnel must be intimated to the tender receiving authority along with each tender. | The contractor must not have a relative employed as an Officer in the rank of an Asst. Engineer & above in the State PWD or Asst. Secretary & above in the Works Deptt. without informing the Chief Engineer, Rural Works, Bhubaneswar.
