Contractors registered with the State Government or equivalent grade/class registered with Central Government/MES/Railways can participate. | Civil Contractors having registration for Civil works only can participate in Building work on production of definite proof. | For estimated cost up to Rs. 3.00 Crores, 'B' Class Contractor (of Odisha PWD) or relevant class of other licensing authorities is required. | For estimated cost more than Rs. 1.00 Crore and within Rs. 20.00 Crore, 'A' Class Contractor (of Odisha PWD) or relevant class of other licensing authorities is required. | The contractor must not have abandoned any work of similar nature, nor should their contract have been rescinded during the last five years. | The contractor must not be related to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | For works value more than Rs. 5.00 Crores, the intending tenderer should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The total financial turnover in respect of Civil Engineering works must be an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works. | Joint Ventures are allowed for works value exceeding Rs. 10.00 Crore, with not more than three constituents, and the lead partner must be a registered Contractor of appropriate class of the State. | All financial figures such as Annual turnover, Works Experience, Work in hand (existing Commitments) must be excluding GST. | Bidders from outside the state can participate without GSTIN clearance Certificate if they submit an affidavit stating they are not registered under the GSTIN Act and have no liability, but must produce the certificate before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD must register under the state PWD before signing the Agreement if successful.
