Bidders must be CDMS registered eligible class of contractors of Government of Odisha or of equivalent class of other state Government / Railways / CPWD / MES who are registered in CDMS. | Bidders must have necessary Portal Enrolments (with their own Digital signature Certificate). | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government after Portal Enrolments. | Contractor class is specified per work in the Annexure (D, C, B Class). | Bidders must not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | A bidder shall not be permitted to bid for works if his or his spouse's near relative (first blood relations and their spouses) is posted as Divisional Accountant or as an officer in any capacity between the grades of Executive Engineer and Junior Engineer (both inclusive) in the R. W. Division, Balliguda. | No Engineer of gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for two years after retirement without Government permission.
