Only those willing to accept all terms and conditions of the DTCN may submit tenders. | Tenders submitted by Joint Ventures are not acceptable. | Eligible class of contractors of Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES having experience in Construction of Road Works. | Registered bidders from outside Odisha can participate after Portal Enrolment but must register with the appropriate authority of the State Government before work award. | Bidders will be disqualified if they have a record of poor performance, abandoning works, not properly completing previous contracts, inordinate delays, litigation history, or financial failures. | If a tenderer has a relative employed as an officer in the rank of Assistant Engineer and above in the state PWD or Under Secretary and above in the Works Department, they must inform the Chief Engineer, Rural Works, Bhubaneswar, with exact details in a covering letter. | Special Class Contractors must employ one Diploma Holder belonging to the State of Odisha. | The names of Engineering personnel appointed by the contractor must be intimated to the tender receiving authority along with each tender.
