Valid contractor registration certificate is required. | Engineer contractors applying for EMD exemption must enclose an original affidavit regarding availing of exemption facility during 2026-27 and produce original license at the time of opening. | Contractors of B Class & above will furnish security deposit by deduction from bills at 5% of gross amount. | C & D Class contractors will have security deposit deducted at 3% of gross amount of each bill. | Government undertakings, co-operative societies, diploma or degree holders in engineering, and SC&ST contractors registered with the State Govt. will follow government rules for EMD and initial security deposit. | Special class contractors must employ one Graduate Engineer and two Diploma holders from Odisha. | 'A' class contractors must employ one Graduate Engineer or two Diploma holders from Odisha. | Employed engineering personnel must be full-time, continuous, and not superannuated, retired, dismissed, or removed from government/public sector/private service. | The contractor must not be related to any officer in the rank of Assistant Engineer and above in the State P.W.D or Assistant Secretary and above in the Works Department. | Contractors must submit a note regarding previous experience on construction of bridges, including name of bridge, estimated cost, total length, length of each span, type of bridge, date of commencement, date of completion, and other details.
