Contractors must be "B" Class registered with the State Govt. of Odisha or equivalent grade/class registered with other State Govt./Central Govt./M.E.S./Railways or other Govt. undertakings. | Bidders must have necessary portal enrolment with their own digital signature certificate (Class-III). | Out-of-state bidders must register with the appropriate authority of the state govt. within one month of bid acceptance. | Out-of-state bidders must submit an affidavit declaring they are not registered under the GST Act in Odisha and have no liabilities under the Act, but must produce a GST Registration Certificate before signing the agreement. | Engineering Contractors desirous of EMD exemption must submit an affidavit declaring they have not yet availed 3 EMD exemptions during the current financial year. | Joint Ventures are not allowed. | A bidder can submit only one tender paper for a particular work.
