Contractors must be "Special" Class or "Super" Class registered with the Govt. of Odisha or equivalent grade/class registered with other State Govt./Central Govt./M.E.S./Railways or other Govt. undertakings. | Bidders must be registered in the State portal and possess a compatible digital signature certificate of Class-II or Class-III. | Bids from joint ventures are not acceptable. | Bidders must have achieved a minimum Annual Turnover of Rs. 2836.13 lacs in any one financial year from FY 2021-22 to FY 2025-26 (in Civil Engineering Construction works only), with a 10% weightage per year for previous years' turnover. | Bidders must have executed specific minimum quantities of similar major items of work: Earthwork (46163.00 Cum), Concrete Work (5453.00 Cum), CNS Layer/Sand/Moorum (15356.00 Cum), and Steel reinforcement (28.540 Qntl) in the last 5 years including FY of invitation of tender (2021-22 to 2026-27). | Bidders must possess credit facilities of not less than Rs. 756.302 lacs (20% of the amount put to tender) from any scheduled commercial bank. | Available bid capacity must be more than the total estimated cost put to tender, calculated as (A x N x 2 - B), where A is maximum value of works executed in one financial year (updated to 2026-27 price level), N is 2 years, and B is value of existing commitments and ongoing works (updated to 2026-27 price level) to be completed in the next two years. | A bidder or any of its constituent partners whose contract for any work has been rescinded or who has abandoned any work in the last three years prior to the bid date shall be disqualified.
